The song, which blends dance-pop and synthpop elements with influences from post-disco and acid-pop, was written by Miley Cyrus, Justin Tranter, Thomas Hull, and Tyler Johnson, and produced by the latter with Kid Harpoon. According to the singer, "River" was conceived during a turbulent time in her life but, as the songwriting process developed, it morphed into a much more NSFW song with sexually charged lyrics set to an infectious dance music beat.
